World render jitters when moving around

really unsure why Iris is even causing this
so higher frame rates make the effect less obvious, but obviously that's not a solution

I FIGURED IT OUT
idk why but Iris bugs out with AFTER_TRANSLUCENT in the world events, but it works if I use BEFORE_BLOCK_OUTLINE
