Narragansett leathers makes beautiful belts (that's where I got my casual belt)
I have a dress belt from meermin that's great
Both relatively affordable
Narragansett would be $50-70 depending on the width of the belt. Meermin is $50
Cheaper than that you'd have to look secondhand or get lucky at a store like Marshalls/Nordstrom rack
A shoe repair guy can shorten a belt for you if it's too long for a few dollars

Should a belt be flexible or stiff
I would say flexible unless you want to carry something like a pistol on it, then it should of course be stiff
