Does Hobby Plan bill $5 monthly from my card?
I am using the Hobby Plan, and I noticed that it offers $5 of monthly usage. Will I be billed every month for $5? I just received a bill for that amount.

Yes, you'll be charged 5 dollars on a monthly basis for hobby plan
the 5 dollars included usage just means that your first 5 dollars of usage is free, and there's no extra cost, and then it charges extra for any usage past that

I have another account that was never billed those $5:
That account probably has its 5 dollar fee waived
Railway waived the 5 dollar fee for certain accounts that has been charged before August
also..
you're not allowed to have more than one account
that's very very very against Railway ToS
I was deleting one and re creating with another email

You won't be billed any amount a month if you get banned for using multiple accounts
If you stop using multiple accounts and happen to not get banned then you'll be charged the 5 dollars every month if you use an account that doesn't have the free waived
your original account has it waived while your new one doesn't

Let me clarify that I do not use multiple accounts. I am a member of an enterprise, and I am responsible for establishing the company accounts.
However, I am also a private customer living a personal life, and I have been using Railway for the past few months.
I only need to have the enterprise account because I have permission to host my private projects in there... So that is the reason I am trying to delete my personal and re create an enterprise
