when a PR environment opens, not all services are deployed
I have a project 06737741-92ea-48b0-9ba6-879d1d8f6afb with multiple services from multiple repos
when I open a PR, an envronment is spun up but only the service from where repo where the PR was opened, and the database (which is not needed but that service) are deployed
how can I make sure all services gets deployed in a PR environment ?

there is a long runing thread about enviroments, there was also a main one in community.railway.app but i couldn't find it
seems like the team is aware that PR branchs and enviroments aren't at the ideal state atm and is gathering feedback
