is cloudflare use this ip from vnpt for balancer? and can u uninstall this?

Those scanning tools just guess what software it is using and may be showing older results.
That 113.172.243.86 IP isn't Cloudflare's, and that domain isn't using Cloudflare at all. It looks at one point it may have been reverse proxying Cloudflare, but it doesn't appear to anymore
i scanned ip and port 443 is using cloudflare http proxy
and why 443 is used for cloudflare proxy

anyway that's def not a Cloudflare IP, you can see other services there like Microsoft Windows RPC (Cloudflare Servers do not run Windows lol), it looks like it may be a bad guess by the scanner or your VPS is reverse proxying Cloudflare, both things you'd have to investigate more on the VPS's end. Or perhaps your getting man in the middle'd

The IP owner probably transparently proxied a Cloudflare IP on their server, it's not the first time and won't be the last. It presents no security risk and if it bothers you then you can block the IP in your WAF rules

Someone who has control over that IP decided to be funny and proxy a Cloudflare IP, it doesn't present any risk or harm (unless you somehow end up using it and click through any SSL warnings)
