If this cannot work via a container (which it doesn’t sound like it would), you would need to add the repo to rpm-ostree and layer it in. It looks like you’re blindly copying fedora instructions without regard to ostree.
the reason it's blind is because I'm missing context. my brain requires specifics. if it's not direct it's confuse if there is too much info. it's confuse. It has to be right in the middle and for any big installation process. I have to take each baby step very slowly and carefully. but they leave out some of the most crucial things or they forget to consider other distributions.
What are you trying to install?
Wazuh, never explained why though, it's a tool for checking the security of docker containers when docker isn't even installed here
