Which would be a better UX way?

the main users should be phone users btw! but i want it also to work on PC
Depends on the target audience probably. Maybe you can get real feedback from people and see what they prefer rather than speculating?
The use case may depend. You've developed an input page for a selection of hours and minutes.
* Does the input require a 15 minute interval over 24 hour span?
- an item entry needing an input based on a 15-minute delivery schedule would fit this design.
* Is the input gathering preferences from a person?
- the hour and minute selection may be better.
Data validation is important to both forms. The way you've developed the form ensures only time entries are accepted. If there was a text entry box, more development would go into ensuring only time values can be entered.
On web pages, scrolling doesn't tend to be an issue, unless the view box is out of the display area. Both are well suited for keyboard input, too.
