explaination on HOBBY PLAN
Hi I am planning to buy hobby plan I am deploying angular and django with postgresql .. will it cost extra ?other than 5 dollars?

It likely wouldn't, but it depends on your app
Railway charges 10 dollars per gb RAM used per month
and 20 dollars per CPU used per month ( and them also charges for egress and volume but those are pretty cheap )
As long as your app doesn't use more than 5 dollars, it'll only cost 5 dollars total - since the 5 dollar hobby plan includes 5 dollars of usage

One more doubt in starter plan I bought 5 dollar credits and nothing is charged extra after that .. so in hobby plan for me it will be 5 dollar only right because my app is very minimal usage
yeaa but that'll only last a month because hobby plan costs 5 dollars a month
so you'll have to readd 5 dollars every month
( usage based plan is recommended over credit based plan )
