Are there quality high-rise charcoal flannel trousers in the US that aren't too wide?
Most of my clothes are slim or tapered, but I have been looking for a pair of high-rise flannel (around 13") trousers in charcoal. Most high-rise pants tend to be on the wider end from what I can tell, which isn't my preference.

When you say too wide, what part of the pants do you consider to be too wide? The leg opening at the hem of the pants or somewhere else (thigh for example).
Spier MacKay's trousers are still pretty slim so they might fit the bill for you though they only have a few sizes left from what looks like last f/w season. I also have a pair of Natalino trousers that are too slim for me so you may like them (seems like the leg opening is only ~7.5"). Looks like they haven't stocked theri flannel trousers yet but they're "coming soon" https://natalino.co/products/single-pleat-trouser-mid-grey-woollen-flannel-3

I don't think high rise slim fit is a thing? I'm trying to visualize this and i don't think it would look right
Yes.
Rota, J Press, Suit Supply, OConnells, Connolly, Benevento, Todd Snyder, Granqvist, Yeossal, and Luxire.
Spier and Natalino mentioned above are good options.
Yeossal ready to wear is limited afaik, it more mtm isnt it
Ballin (may be the company that manafactures J Press and O'Connells made in canada stuff)
their traditional fit rise is 11" tho, if you want a higher rise maybe the cut j press and oconnells did is higher (costs more tho)
Yeah if you want flannel from them it’s probably going to be MTM
