How does the new pricing impact images stored with cloudflare

I realised I'd misread the updates to pricing for images/image resizing. Thought the blog it says "we’re changing how we bill to resize images that aren’t stored at Cloudflare.". So is there any impact on transformation costs with images that are stored with cloudflare images? Ideally your resize costs would become lower:
In other words, if you resize one image to 100x100, then our new pricing model guarantees that you will be billed only once per month, whether there are 10K or 100K uncached requests to deliver the image at this size. If you resize 200 images to 100x100, then you will be billed for only 200 unique transformations — one for each image at this size — each month. This change aligns more closely with how our customers think about their usage, as well as ensures that our customers can accurately estimate their costs with confidence. You won't need to consider how your cache hit ratio will affect your bill. To estimate your costs, you'll need to know only the number of unique images and the number of different ways that you need to transform those images each month.
If you resize the same image to the same size multiple times, today you will be billed multiple times but under the new model you will be billed once per month per unique transformation

Yeah my uncertainty comes from them saying a few times in that article that this change applies to "images that aren't stored at cloudflare", so wasn't sure if this applied to images stored with cloudflare as well

Its both The two products are merging and will have the same pricing

why the merge is delayed till 15 november, why not now? is there any way to get it earlier. i do have some usecases

It's not a delay, that's just the launch date. The team would have to rush it to get it out before then, and I don't think you would want that
