Heeled boots
Are these too out there? I feel like my friend would make fun of me if I wore these basically.

If your friends don't like you expressing yourself I think it's their problem. I wear Cuban heels pretty often and only ever get positive comments, but my friends are cool and my work is very progressive so your mileage may vary
They work in certain styles and are cool.
The rest of your question is really about your self confidence and the environmental context of your friends and what/where ever you live tbh.
And you're going to be better placed to answer that than online randomers

Well, no if you think it's going to be a good fit for your style. Do you have a wardrobe that would support those boots? You better have the attitude to wear those or they will wear you. Wear what you want and are comfortable and confident in.
Over these? If they do, get better friends and wear what you like when it's your own time. Perhaps yes, as others have said, it can be worth reflecting on the weight of social impact vs self expression for you at this point in life and depending on location, but personally I feel like there's not so much time on this earth for self indulgence, expression, and cool boots.
Definitely worth asking if you (and your wallet) want to embrace the lifestyle that comes with making choices that are more out there though, bc that often comes with having to swap out more of your wardrobe than just the boots 😅 (eg if you otherwise have a middle of the road 0-statement wardrobe, you'll have some trouble finding ways to fit these in)
