your best option is jetbrains rider, because MS is shutting down VS for mac $rider

(not free) you could use VS code which is free, but if you're looking for "best," that's not it

And if by "gui tool" you mean "gui framework", then probably Avalonia Which, coincidentally, works well with Rider

Yeah I'm using Rider and I have no issues making some Avalonia apps

it even has a windows forms editor as long as you're using .NET Framework (it doesn't support newer targets)
