No query tab
What is the condition to have a query tab for a database?

unclaimed when created without being logged in
i dont follow, i have never seen anyone here use those terms before
either way, it really isnt a big loss, personally i wouldn’t use the data or query tabs anyway, they are unreliable at best
When not logged in, one can create a db that's in an unclaimed state, if not claimed (assigned to an account) within 24 hours, it is deleted
I agree, I would never use the query tab either, but some might so I pointed it out
I'll be honest with you, I have still never seen anyone say anything remotely similar to what you're saying about a railway database
why would the database get deleted if not used for 24 hours

create a unclaimed pg project to have a query tab
dont worry about the query tab, you should be using proper database software like dbgate

But without the query tab how will the postgis extension be installed
deploy the postgres database that comes with postgis
