plan pricing question
So I just got a receipt from railway saying I owed $5. I have not changed my plan at all. For the past like 8 months I have had the cheapest plan but because my service did not use $5, (it used $1.50/month) I did not get charged anything. Now I’m getting charged $5 by default?

railway is a subscription based service, the subscription costs 5$ a month

Ok so they changed it so you have to pay 5 a month now
As you can see, you've been charged 5$ since August. Railway changed their payment system in August, charging members of the dev plan (now hobby) a 5$ subscription fee. You would've recieved many emails about this
