Formal up to a point, yeah. You can wear chelsea boots pretty casually or a lot less casually.
ive heard, forgot where, that chelseas with suits is a no go. lol. ive done that a few times tho but im not around super uptight menswear guys
Nobody's gonna arrest you. I probably wouldn't do chelsea boots with a suit but I bet plenty do, especially black (calf) chelseas.
