`make:filament-theme` won't create theme other than 'admin'?

upaded to filament 3 running the command php artisan make:filament-theme company but it created a theme called 'admin'. very odd, tried php artisan make:filament-theme user, it still tried to create in 'admin' folder. can't create any theme other than the 'admin' at all? see both screenshots uploaded.
