WHERE clause on UNIQUE INDEX postgres does not generate the right migration statement

@Dan Kochetov : any ideas on this? Where clause is not generated in the generated SQL and is not reflected in the meta JSON file as well (which means it can't detect changes on it) Re-ping: @Andrew Sherman -- is this a bug?'
