bulk upload re-uploading same assets?

Hi there, hoping someone can help 🙂 I am running 1.79, I am trying to bulk upload some assets and it seems to take several passes of the same directory to do this. Is this behaviour indicating some sort of duplicates or something? I already made one pass at this directory of 7858 (recursively) assets, the screenshot shows my second pass which it seems to find 5295. and then finishes(back to # prompt) if I run bulk upload again on the same directory it says it still has 1632 to upload, let that finish and run the same command again and then again 1632 need to be uploaded. Is this expected? Am I using the tool incorrectly? Thanks for any assistance!
