4028 does not turn off at 0% even with enable_pin

Part cooling fan 4028 Sanyo keeps spinning at low rpm at 0% even after wiring gnd to HE3 and setting enable pin to PB11. I have found out that when the pwm pin is revered with exclamation mark, fan is off at 0% as it should, although logic is reversed. Do you have any idea what in the config could cause this?

Are you sure you wired it the right way? HE is GND and with it turned of there is no way it should still be spinning

Yes I have wired it acording to ratrig manual. Black to GND in HE3, Red to Always on 12V, Brown to GND in FAN 0. Fan is off before Klipper is loaded, after that it turns on and spins at low rpms
