you can use essentials to add a rules command, you can custom code a rules command, you can also get a plugin that allows you to create custom commands with their config and make a rules command

Essentials is the easiest. It comes with a rules.yml file that you literally just copy and paste your rules into. If you want something less bloated try MyCommand, but that is very complicated to understand. YIMIR (plugin dev) recently made a simplecommands plugin as part of his simple plugins project to debloat popular types of plugins, might be worth a try.
