Restart takes a long time
Ever since we updated our server to 1.20+, its been taking about 15 minutes for the server to fully restart. Before it took only a few seconds to a minute or two.
What are some possible reasons? (Sorry I am still learning about server management and inherited the server)

Hey. This could be due to the disk usage/permission check taking some time to complete during startup.
Pterodactyl (which is what we use for our control panel) runs a full disk usage check and file permission check on startup. It should only take a few seconds usually, but in some cases it can take longer. I noticed you have Dynmap, which might be causing this. Dynmap generates a really, really large amount of small files (since it's one file per tile), which can slow down the startup check process as it needs to go through all of them. It's not the actual size/disk usage but the amount of files.
If you open a support ticket at our client area I can take a look and confirm. If the extra wait during startup is a problem, a potential solution would be to use a different storage driver for Dynmap such as SQLite (since it generates a single file) or MySQL (which is stored remotely and therefore isn't checked during startup).
i'd also recommend using pl3xmap or bluemap as an alternative... dynmap kinda outdated
pl3xmap will render all ur world in minutes (when dynmap takes days, and maybe even weeks), and will take up significantly less storage
