I see this very frequently and it typically gets fixed by rebuilding. This is the language server such as OmniSharp messing up to resolve some dependency is my best guess if that doesn't fix it we need more details

restart vs if that didnt work, ose vs, delete bin, obj, start it again, and rebuild
