Depends on what ink it is. And maybe the pen/fountainpen sub/discord would have more experience with this.
that's a case for a professional cleaner
a botched attempt can make it impossible to remove it later
If it was in a hot dryer cycle and got baked in I wouldn't be hopeful 😬

Garment dye the shirt to match the ink color
Or just use the same ink for a very expensive dye
