Tile scrollbar in 0.13.1

Moving from 0.13.0 to 0.13.1 a scrollbar has been added to each tile that has a long title in my left sidebar. Tiles with short titles are not effected. Screenshot shows 0.13.0 on the left and 0.13.1 on the right. I looked through the menus and could not find any options related to this. Is this intended?
