Nested tables aren't possible with Filament. And I'd rather put this on a separate page in terms of UX anyway

If you code it yourself it's possible 😅 But it probably won't work with Filament tables.

If the outer table is custom (plain HTML), I think you can have each inner table as its own Livewire component. But I agree the UX doesn't seem ideal.
