I wanna generate a paper world that people can't brute force seed finder

Hello, I have tried changing all the values on spigot.yml regarding seeds, as well as went into paper world defaults.yml and had "generate-random-seeds-for-all: true". However, when I deleted the current world and loaded in a new world with the same base seed, it seems like the same structures are still at the same location. How can I fix this?

you are using the same seed? the paper option (iirc) generates random seeds to send to the players client

yeah i found a seed that I really wanna use in my server, so I don't wanna use a different seed.

so whats the problem?

For example, if I randomize spigot.yml seeds and stuff correctly, the structures and ores should not be identical to the vanilla world generation, correct? but when I /locate some villages and other structures, they did not seem to move location, they were no different from chunkbase's display.

I didn't even pregen my world, I changed all the values in spigot.yml and tried teleporting to a few locations in my new world (deleted the old and made a new one) and still found structures at the same location.
