The usage pricing says
Railway charges for the resources that you consume. These include:
RAM: $10 / GB / mo ($0.000231 / GB / minute)
CPU: $20 / vCPU / mo ($0.000463 / vCPU / minute)
Network Egress: $0.10 / GB ($0.000000095367432 / KB) ― from August 1, 2023
What does this actually mean? Will it mean that if I spin up a 8 GB RAM instance I will be charged 80 USD?

Can I limit this cost?
it means that if your app uses a solid 8gb of ram for an entire month you will be charged 80$ (not factoring in other usage costs)
But this usage will be calculated based on the requests, its not always allocated correct?
Similar to serverless architecture pricing ?
cost is based on how much resources your app uses, i dont think your app would be using a solid 8gb of ram

You can’t set a limit, but if you’re on the credit based plan you can manage your credits to act as a limit
I get an alert once I reach 5.01$ in usage, unless you plan to ignore your emails, I think it would be pretty hard to get hit with a surprise bill on the usage based plan
