fishing rod delay

Hello, I'm using spigot 1.8.8 and when I use the fishing rod sometimes there is a delay where the bobber does not go as far as the other rods. This only happens when you rod fast. I've tried everything but nothing seems to work.

- Don't use 1.8.8 (Use Paper latest with OldCombatMechanics) - Don't use spigot (Use paper instead)

Using latest version with ocm creates other issues and problems such as rods becoming unusable, 1.20 terrain generation etc

1.8.8 is one of the buggest versions in the game (mostly because people use it so much there are so many bugs that were found)

I'm here to find a fix for the rod cooldown not switch to a whole new version, platform etc.
