So you do have that 5 dollar fee waived?
The developer Plan was switched to the Hobby Plan.
Part of the criteria for having the fee waived was that you had paid a non-zero bill. If you have never paid a non-zero bill, you will be subject to the $5/month charge of having the plan
The $5 charge gives you up to $5 worth of resource usage for the month. Anything over the $5 will be billed to you

The new plans went into effect for new users on July 3. Existing users will be billed at the end of July for starting August 1

the discount is for usage, there is still a fee, you would have been told this when you upgraded

Again, this has been announced and talked about numerous times since May. If you didn’t read all the communications about it, that’s on you unfortunately.
