Since pricing of railway will change soon, that means that there is no free usage anymore? The hobby plan will cost $5 per month now?

The trial plan provides a small amount of one-time credits to try the platform. To keep your project going will require the Hobby plan which is $5 + any usage
The $5 gives you up to $5 in resource usage, then you pay any overages
