Is it wrong to wear navy pants with a navy blazer?
I have heard from some people that wearing navy pants with a navy blazer looks like a mismatched suit i.e. one accidentally took the trousers from one and a jacket from other. It is because the two different pieces are just off from fitting exactly.
I wonder if wearing navy chinos or corduroys would be fine, as the fabric is sufficiently different to make it obviously not part of a suit.

You can absolutely get away with it but it requires a good eye and experience. Your first x attempts will look bad.
I would probably suggest that you should look at people's monochrome outfits, and see what works and what doesn't. It's much easier to make it work with, eg, bright navy and dark navy, or navy and mid-blue. The closer you get in shade, the more difficult it would be to make it work. I don't have any decent recipes for making very-similar-shade work.

That is fine, as it is a suit.
What I am asking is about a blazer and a separate pair of navy trousers. Given the differences in how wool is woven and dyed, such pieces will never look exactly alike.
