Question about fees
I upgraded from the Developer plan to the Hobbyist plan, and according to your official documentation, there should still be a $5 discount. However, why does my bill show a charge of $5?

the discount is on usage, not the subscription fee
Unless your account has qualified for a waived fee, you will be charged 5$ a month + any usage above 5$
This is different than the developer plan, which only charged you for any usage above 5$
there is a 5$ flat fee applied on top of that with the new Hobby plan
I saw the news and upgraded from the Developer Program

thats a typo, it should say "all qualified users"

It is precisely because I am a qualified user that I upgraded manually, but there is no discount
if you did not receive a popup while upgrading telling you that you qualified, then you did not qualify
