Minecraft Server running slow while CPU usage is at 32%. I'm using Serverminer and only have 124 mods. What is going on?

It's not ram as I have 10k
cpu usage doesnt have to be 100% before the cpu cant chandle smth
server miner probably doesnt use a very good cpu

CPU usage percentage also doesn't mean much on a multi-core system. On a quad-core system for example I wouldn't expect MC to go any higher than what you're seeing
