How do I fix the issue with worldguard overlapping with vanilla's spawn protection?...

In server.properties there should be a setting called spawn-protection or something like that. It's usually 16 by default but you can change to 0
I tried that
It didn't do anything
I removed the region, and redid the command, after changing these from protection to zero, and it still said it was overlapping
I also tried setting it to false
That didn't work either
Any other suggestions?

That might be the reason. Server properties change almost always need a restart
