Does anyone know of advice or a good guide to looking trashy?
Think of the Dolly Parton line "it costs a lot of money to look this cheap". But for guys.
I know that's a weird question, but sometimes you want to look good without going to more formal clothing. I'm looking for the male equivalent of going out in a miniskirt and a push-up bra; something to wear that's a little more attention grabbing than jeans and a t-shirt or tank but doesn't look out of place in a casual environment. I can clarify if it's not clear what I'm looking for but I hope that's enough to start the idea!

I think this can be taken in a few different ways:
White tank top with or without overshirt, gonna lean more towards sleazy more than slutty. Having swag is gonna be the key to this one lol.
Mesh/lace shirt, 5in (or 3) inseam shorts (or mesh pants lol). Could also play around with not buttoning a shirt (or having a very deep V).
Also just the classic of nicer tank tops and shorts.
Plus crop tops can be used as a guy still.
Based on what you are saying I'm guess the goal is to essentially show off your body, not really peacock in loud clothes (which is also attention grabbing)
Theres more queer inspired fashion that gets sluttier, but I am not the one to give you advice on that (lack of personal interest/experience)
I guess the question is do you want to be slutty, or do you want to invoke the same feelings of seeing that on a woman (eg: the quote's vibe)?
I think you're right I'm aiming more for the looks that are about showing off your body rather than loud clothing. my personal tastes usually tend towards dark tones - black/gray/maroon/dark green would probably cover the majority of my wardrobe. so aiming more towards the slutty side of things while still figuring out how to look put together.

I think this is more the thing? I'm having trouble especially with casual looks. like think more, I want to go walk in the park and get some icecream, or look good in the local 40k club room. It's really a casual environment and this time of year it's friggin hot out - most guys are wearing jeans or knee length shorts and a t-shirt of some sort.
suits are fun but there's a time and a place and most of my life isn't it
I'm not really shopping in earnest that much right now cuz I'm working on scheduling surgery and obviously that's gonna mess with how tops fit on me so much as getting a feel for what I might like and maybe trying one or two things

There's a ton of different ways to approach this, but just tossing in my two cents here – westernwear has a long queer slutty history that may be easy to incorporate on day to day. The white ribbed tank is pretty ubiquitous for this as well
Some other good inspiration might be found also by combing through pride march photos too, I love snooping around 80's era pics
a masc crop top is also pretty peak hot
Going off what meatwa is saying, during this time where you're not shopping a lot, cultivating inspiration for what you want to look like is really easy and free
Sourcing inspiration from hot boys on ig and reading through the guides in #fashion-guides can be a great place to start

There's like so many ways to look good and feel good without wearing jeans and a tee or a whole suit, but an important part of the learning process is experimentation and a very very accessible way to experiment that literally every queer loves is thrifting

I'm also capable of redying some fabrics and doing minor sewing at home, which helps.
generally I've found natural fabrics can be redyed. synthetics are harder and I probably can't do anything other than small items.

and don't completely rule out tailoring, shoulders can be tailored, and it's a lot easier to do on shirting though it does wind up being more or less a recut of the item
And then when summer passes, knitwear is also pretty forgiving and nothing is sluttier than a turtleneck
