How do I know if my $5 fee will be waived?
I have a Railway account since the free plan was $5 without execution hours. I also have a very active GitHub account and some study projects deployed on Railway, which have spent around $3 each month in the past 3 months (actually $0 because it is under the old $5 usage bonus).
I'm a Brazilian student, and here, something like $5 costs five times as much when converted to my country's currency. I really love Railway, but unfortunately, I will have to stop using it if I have to pay $60 yearly.
In my dashboard, it says, "You are only billed for what you use minus a $5 discount every month. You have a 3-day grace period to pay for your use." So, will my fee be waived?

under usage, what is your estimated bill?
0, but I guess it will shows the correct estimated bill in august, right?
then it sounds like you will have the fee waived, but just to double check, click the show breakdown button, and if there's no +$5 hobby plan fee then you definitely don't have the to pay the fee
There is no +5, just -$5.00 discount 🙂

but just for the record, if you did have to pay the fee, there would have been no appealing that unfortunately
Make sure you check the stripe billing page, that may only reflect billing for usage, not reflective of subscription fees.
