How can I connect my GitHub account to get $5 and 500 execution hours monthly? I really don’t want to spend $5 to join the Hobby plan.

Hence, there is no "execution hours" anymore.
Without a GitHub account capable of providing a reputable background based on activity for a user, Railway is unable to provide benefits, following changes made following verification abuse and manipulation to host services and not pay. You can make use of the trial plan if eligible and the benefits it provides, but otherwise, you’d need to upgrade to the Hobby plan to get more out of Railway.
What should I do to have a good reputation GitHub account? I haven’t done anything against the rules.
Active account with frequent commit history, profile completion, any other details included in the checks.
Less things against the rules and things that would distinguish a new account used for violating the terms and a notable account with recognition.
If your GitHub account is not verified now, there's nothing you can do. Railway has changed its billing options. There is no more free compute
