New to the Hobby plan

Hi All, Maybe I don't understand it irght, but I joined the hooby plan today and I see iv'e being billed for 5$ already. for sure i'm not using any resources to get to 5$, and also there should be the discount for the hobby plans? what am I missing here? why am I billed if I have a 5$ discount?

Railway's pricing has changed. You now pay 5$ in prepaid credit each month for usage Once that 5$ credit is up, you pay any excess usage
