Starter plan maxed out
you would need to upgrade to the hobby plan in order to continue using railway
why i can't export data
because you have reached the limit
it was a trial plan, and you have successfully tried out railway, for continued use of the platform you would need to upgrade to the hobby plan
i just want to copy data to my servers
that counts as using railway, and to continue using railway you would need to upgrade to the hobby plan
i only have alipay 
you can easily get a visa card
