I am confused with the new Plan
Previously I was on a developer plan and I am using very low resources so basically it's free
Here it's showing the developer plan will be discontinued
Here my doubts are
After Upgrading to the Hobby plan will it continue to be free?
In Pricing for the Hobby plan it shows $5/Month do I have to pay $5 every month even if I don't have any project?

You will pay the $5 for the plan
This includes $5 worth of resources like vCPU/Memory. After your project uses the $5 worth of credit that you paid, you will be charged any overage on those resources.
If your project costs $7 to run, you will pay the $5 for the monthly plan, then the extra $2 in resources...

You will pay the $5 per month which will cover the runtime of your projects. Then you will have the cost of resources over the $5
