PaperMC and Forge mods on 1.19.2

I am creating a minecraft server for a custom modpack on 1.19.2 using itzg/minecraft-server with docker. I run it on Archlinux and I'm having performance issues that aren't due to hardware limitations. I've heard that PaperMC can improve performance drastically on Linux hosted servers, but it seems that options like Magma are only available for 1.19.3 where most mods I need aren't supported. Any suggestions to get PaperMC working with Forge or general advice for performance enhancements?

Nobody is going to support hybrid servers especially here if you want to use forge mods, use forge if you want to use plugins, use paper or one if its forks Dont mix and match, it never ends well

Then how would I go about increasing server performance on a Forge server? We are running Create, Create expansions, Immersive Engineering, Oh the Biomes You'll Go, and other various world gen mods (YUNG's, etc.). I've already tried simple fixes such as lowering simulation distance and view distance in server properties. I've even seen performance drops on vanilla with only a few active players and what I would consider excessive RAM dedication.

lower render distance/sim distance, add optimization mods, better hardware less heavy mods? pregen thats basically it make a spark report to find lag issues

Lot of these mods exist on fabric Could just use fabric Plus the performance enhancing mods
