Account banned: multiple accounts
My account has been banned. It said that the reason is "Multiple accounts" .
I don't know why this happened since I have only one account, which is the account used to deploy my Open API. So I feel that I have not violated the Terms of Service and Fair Use policy.
I have submitted the ban appeal form and still waiting for the response.

railway detects two or more separate accounts in use with the same IP (using the same VPN service) and then the accounts get falsely banned for multiaccounting, this type of fraud detection is going to be removed when the new hobby plan roles out
