I configured domain name resolution, and can resolve normally, but can not access the service

who's your domain provider?

I don't think it's the domain name resolution problem, because I can't access the resolved ip
might be a country restriction
It's not accessible since June 5th
there's not too much railway can do here I presume

you two can try using cloudflare's DNS? let us know how that goes
word of warning, stay away from using your railway account through a VPN, I've seen people get banned before because of that
