Hi everyone this is a health article menu on the hospital's website, maybe which part needs to be redesigned?

Are you asking for improvements to this design or is the client asking you to redesign it? Latter you're really going to have to get more info about what the client wants exactly
First impressions I would say a few things.
1. Move that accent bar that's underneath the title. It's breaking the grouping between the title and the subtitle
2. The subtitle. Put a max width on it so it isn't super long.
3. I'm going to assume the title underneath the main title is the section title. That subtitle I would bring closer to the title to group it together.
4. I would experiment with different image positions. Maybe you can make the image a rectangular image/banner that goes above or below the title and subtitle
Just my 2 cents I'm not a designer
