1. Is removing the execution hours permanent?
2. When will I be able to use GitHub for students? Or will that not exist either?

1. yes, but you are eligible to upgrade to the hobby plan with the 5$ fee waived
2. its being talked about, dont know if it will be an option when these new plans drop though
I don't have the money to upgrade (I'm 16, will be 17 in July, and no job)

I'm also 17, and if you upgrade now and keep usage below 5 dollars a month it's free, so it may be worth looking into
