Oh. Shit. I think I figured it out
I generated it on Windows and then was working on it from Linux. Looked in that prebuild folder and that only thing in there is Windows stuff. Lemme get a Linux one and just pop it in there

ran with sudo and same thing
appears to be because that's a different partition, despite it being an exfat partition i use purely to store things. was able to do it in my documents folder just fine. lemme try copying the prebuild over
that worked
