Looks like they shifted the support page around, but the answer I believe is no for attack traffic:

Yes for cached traffic:

If the IP address is blocked by CloudFlare, does ARGO traffic count?
Hi there - attack traffic is not charged, as per: https://support.cloudflare.com/hc/en-us/articles/115000224192-Billing-for-Argo You will not be charged for any web traffic related to a DDoS attack or traffic that is blocked by Firewall Rules.

Argo Billing Calculation
HI @annu.haripalreddy, Argo bandwidth charges both the incoming and outgoing bandwidth that is using Argo services for the domain. Argo billing includes charges for cache hits and requests to and responses from the Cloudflare network.
I do not know of any Railgun specific billing, I believe that is all Enterprise stuff. You should probably move to Cloudflare Tunnels eitherway, which don't have any extra cost
thank you so much, that was very helpful
Worth noting: http://blog.cloudflare.com/deprecating-railgun/
The Cloudflare Blog
Cloudflare is deprecating Railgun
Cloudflare will deprecate Railgun on January 2024
thank you
