Angelo confirmed the Problem is with GCP's registry, they are engaging them.

I killed the deploy. I can try it again anytime.
Can you try again? I think there is faulty load balancing logic

No, its a system issue.
Atm there is a 1/7 chance that a build lands on a bad box
We are working on a fix to this.
