Question about Worker number limits

I don't quite understand this limit and what it would mean for my use-case. Assume I have a simple worker (bundled) that lets users upload/download files to/from my R2 bucket. Does this mean that a maximum of 500 such requests can be active at the same time? What if more requests are started?
