Is there a possibility to set an upper limit for billing per-project basis ?
Usage-based pricing are good, but I want to ensure that I don't incur charges which I cannot pay.
Is there a way to set an upper limit for the account on a per project basis (or at least at account level) to ensure that the billing is not going to be a surprise ?

N/AYes, you can set an upper limit for billing per-project basis by using the Credit Based Developer Plan and topping up credits before signing up for the subscription.
